Jeypore AIR staff dharna seeks due remuneration

Expressing strong discontentment against the alleged apathetic attitude of the Jeypore All India Radio (AIR) authorities, the musicians embarked on a token dharna on Thursday here under the banner of AIR Artistes’ Association led by its secretary and senior tablist Sushanta Adhikari demanding payment of equal remunerations to the singers and musicians.

The artistes, including the local singers and musicians, alleged that they have been deprived of getting remunerations as per the guidelines of the AIR.

There is no difference of remuneration between a singer and a musician, but the AIR authorities are not disbursing equal remuneration to the artistes and co-musicians, alleged Adhikari.

“A musician is being paid less honorarium than a singer while both should be paid equally where as the AIR is deliberately paying less to the musicians which makes a difference between the musicians and singers though there is a provision to pay equal remuneration as per the AIR guidelines,” Adhikari fumed.

Protesting against the alleged negligence of the authorities, all the artistes ceased their duty, even the recording of chorus scheduled on Thursday, following the dharna.

They have further threatened the authorities to consider their demand or else they would not participate in the recordings and other programmes of the AIR in future.

“Protesting against the unilateral and unlawful act of the AIR authorities, we had made repeated requests earlier, but disappointed at not having found any positive response, we had to resort to the agitation,” said Adhikari to The Pioneer.

He also alleged that no permanent Station Director has been posted yet though it was demanded by the general public of the undivided Koraput district. Some important executive posts are also lying vacant since long resulting in poor administration and management of the radio station, Adhikari also alleged.

Later, the association sent a memorandum to the AIR Executive Director, Prasar Bharati, New Delhi demanding redressal of their grievances.

Among others, Bharat Challan, K Iswar Sharaff, Umesh Panigrahi, Jogendra Mohapatro, Ashish Dash, Shiv Prasad Samantaray, Subrat Pujari, Karunanidhi Bhatra, Badal Kumar Santra Patra, including panel artists and musicians of the AIR unit here participated in the agitation.

In another match Bhubaneswar beat Balangir, by, 2-1 Prasant Nayak, and Sanjit Panda, of Bhubaneswar scored one each in 15 & 40 mit, from Balangir Naresh Barik, scored agoals in 84min. In the group D, Nabarangpur beath Bhadrak, by 1-0, Gagan Takri, scored a goal in 74min.

As per the direction of the State Legal services authority, district legal services authority organized fifth Mega Lok Adalat here on Sunday. In the district level Mega Lok adalat 1,159, criminal cases, five matrimonial dispute cases, Two civil cases disposed of and Rs.35,110/- penalties collected. District Revenue department at Papadahandi, Tentulikhunti, Umerkote, Raighar, Chandahandi, and Dabugam, 1081 cases disposed of and Rs.1,75,617/- penalty collected.
Similarly the State Bank and Utkal Gramya Bank at Umerkote and Nabarangpur 61 pre litigation bank loan cases disposed and Rs.8,89,865, penality collected, 44,BSNL consumer cases disposed and Rs.48.350/ collected.

The Mega Lok Adalat conducted by District Legal Service Authority turned into a marriage hall on Sunday, as five couples Hari Harijan, Saraswati Harijan, Damu Pujari, Lalita Pujari, Rabi Harijan, Gouri Harijan, Jayanta Banya, Namita Banya, Gagan Nag, Aswani Takri, who were separated over a domestic violence were reunited after the Additional district and Session Judge, Giris Kumar Mishra succeeded in making them reach a compromise on Sunday. Mayurbhanj,Bhubaneswar, Nabarangpur, Balangir, registered wins in their respective knockout around matches of the Sahani Cup Senior Inter Districts Football Tournament at Nabaragpur Stadium here on Sunday.

Mayurbhanj edged out Puri by 8-0. Basudev Marandi scored a hat-trick and total of four goal( 30,40,44,72 mint) and his mate Sandil Marandi netted a brace (33,82 mint), Singu Marandi (74) and Shyam Tudu (90) scored a goal each.

Sanjit Panna of Bhubaneswar scored another hat-trick of the day (25,30,40) minutes and the team defeated Bargarh 4-0, Arun Kumar Oram of the winning team nailed the final goal in the 70th minute. The host Nabarangpur prevailed over Subarnapur by 2-0, Suasant Kumar Hial and Jasen Garada scored a goal each in 70 and 74 minutes respectively.

Kailash Taria of Balangir scored double goals in (10,58) mints and the team thrashed Deogarh by 4-1, Rajkumar Thapa and Naresh Barik of the winning team scored a goal each in 76,89 minutes respectively.

In the Match between Sundergarh and Sambalpur, Prafulla Orma, Silver Start, and Sidhratha Prusti, scored one goal. In the Cuttack and Jharsuguda, the match was tie 1-1 and in penalty shoot out Cuttack scored 4 goals while Jharsuguda scored 2 goals. In the first semifinal will be played On 28th Mar.

Sahani Cup football tournament kick-starts

With fanfare, expectations, decorations, folk dances, Sahani Cup-2011 Senior inter district football tournament, organised by the district administration with district athletic association, Nabarangpur inaugurated on Tuesday.

IT Science & Technology Minister, Ramesh Chandra Majhi graced the opening ceremony of the Tournament as the Chief Guest and kicked off the opening match between Koraput and Dhenkanal.
Speaking to the media Mr.Majhi expressed his happiness for organizing the prestigious Sahani Cup football tournament in this tribal dominated district. He further expressed his gratitude and thanks to the organisers and the district athletic association, for inviting.

Baba Remdev visited Nabarangpur.

Noted Yoga and spiritual guru Baba Ramdev visited Nabarangpur on Tuesday as part of his first phase of Bharat Swabhiman Yatra which he started on September 2 last year to create awareness on eradicating social evils and corruption. nd preventing stress, and diseases. He gave a motivating speech focusing on the problems Bharat is facing which might lead to huge problems in near future if proper action is not taken quickly.

International Women’s day was observed at different places in the district, Rally and Competitions events marked the celebration of International Women’s Day in the district headquarters on Tuesday. The district administration with Municipality Nabarangpur decided to make the day special for the women’s of the district. The SHGs, Teachers, students, and lecturers of college, local women’s participated in different competitions held at the Stadium.
They ran races balancing potato on spoons held in their mouths. The delegates asserted that even after 18 years of its creation as a new district, carved out of undivided Koraput district on October 2, 1992, by the then Chief Minister Biju Patnaik, state apathy still rules the roost over the undivided Koraput.

THE DELEGATES of District Journalist’s Action Committee (DJAC) met the Chief Minister, Naveen Patnaik and drew his attention to the utter neglect of the tribal-dominated Nabrangpur district and demanded its overall development. In the meeting and discussions held at the office of the chief minister, those who were present included Basant Rath, Banka Bihari Bissoy, Gouri Sankar Tripathy, Nikunja Patnaik, Jeetendra Kanungo, Ramesh Majhi. The meeting also included Nabarangpur MLA Manohar Randhari, Film Development Corporation, Chairman, Muna Khan.

The delegates asserted that even after 18 years of its creation as a new district, carved out of undivided Koraput district on October 2, 1992, by the then Chief Minister Biju Patnaik, state apathy still rules the roost over the undivided Koraput district that had been crafted out of Visakhapatnam and annexed to Utkal Pradesh.

They asserted that the district has remained most backward in the field of female literacy with the literacy rate standing at mere 15 percent and female literacy in higher education has fallen to 5 percent with more than 73 percent of total population below poverty line and the poor parents are incapable of meeting their Childs education expenses in the colleges. This year near about 4000 HSC passed out students (SC,ST, & OBC) were deprived of higher education due to non-available seats and lack of technical educations in the colleges of this district, for which resentment among the students is growing.

Besides, increasing the seats in the colleges of district, the DJAC demanded setting up of a Government College and Polytechnic College at Nabarangpur and Umerkote, A.N.M and G.A.N.M training centres, a B.Ed college, and a full-fledged DIET, with I.T.I in each block.

The delegation also informed the CM that due to the dearth of specialists at District Headquarters Hospital, (DHH),CHCs and PHCs, most of the tribals in the remote area mainly depend on quacks and those who sell indigenous medicines.
The team demanded sufficient doctors with specialists should be posted and atleast a medical college or a high-tech medical college to be established in the undivided Koraput district i.e. Nabarangpur, Rayagada, Malkangiri, and Koraput. It is pertinent that this area does not have a good hospital and the health care centres languish due to absence of doctors or non-fulfillment of vacancies due to the poor medical services in the area the main reason behind high mortality rate among tribals.

The team of journalists also said that most of the people depended on health care services and hospitals in nighbouring Andhra Pradesh, consequent to this the neighbouring states earned hundreds crores per year from the patients of undivided Koraput.

The agricultural sector has been neglected with most of the posts lying vacant in the department. Despite being one of the largest maize and sugarcane growing districts in the state, a maize processing unit and sugar factory are yet to be set up while the farmers are deprived of adequate irrigation facalities.

There farmers need to be imparted training and a soil testing unit to be setup. One cold storage in each block supported by proper market yards is also the need of the hour. The Turi-Guntat, Tel, Lower Bhaskal, irrigation project and more lift irrigation points should also be taken up, demanded the delegation.

Despite being Asia’s biggest hydro-electric project the adjoining villages of the Upper Indravati Hydro Electrical project side are still awaiting electrification let alone the remote pockets, they also complained.

Normally in hydro-electricity projects, the water flowing through the powerhouse is re-diverted to the main river, so that river remains alive. But in the case of Upper Indravati Project the vast and deep reservoir is being created to divert the entire water through tunnel to the Powerhouse, so that the trail water is diverted to Hati river for irrigation purpose is in Kalahandi district instead. Thus the Upper Indravati proves to be a boon to Kalahandi and great curse to the host district drying up the rivers and greatly hampering the cultivation and agricultural production here, the Chief Minister was told.

The DJAC has sought justice from the State by diverting some water of the dam-reservoir to the Lower Indravati and save the hapless farmers there. Moreover, though built at the cost of the neglected district here, no amount of the revenue generated by the project is being utlised for the peripheral development, the journalists asserted.

The development of eco-friendly industrialisation and tourism still remains a distant dream. In an age of space-crafts where globe-trotting has become a day-to-day affair elsewhere, the people of the area are yet to board a train. The rail connection can be developed from Kesinga to Jeypore via Nabarangpur, Titlagada junction to (Chhattisgharh), via Chandahandi, Umerkote, Nabarangpur, to Jeypore, and Dhamtari (Chhattisgharh) to Jeypore via Umerkote and Nabarangpur and an alternative direct access to Gopalpur and Visikhapatnam ports from Raipur and other mining regions in adjacent Chhattisgarh.

Tourism is considered as the fastest growing industry and government should work on developing the industry in the area, the area scribes demanded. Nabarangpur, the part of undivided Koraput is rightly called as paradise unexplored, though endowed with immense natural wealth, unique cultural heritage, magical beauty and bewildering diversity. However the state government is yet to wake up to its enormous tourism prospects and tap them in a sustainable manner.

The government must tap the enormous tourism prospect in a sustainable manner. Though there are many places in the district which could be designated as natural and cultural heritage sites, the Government has neither initiated any action either to protect or popularise the sites for tourism nor wide spread dissemination of information is being initiated.

The historic places like Podagada, Jagannathpur are of religious significance like Papadahandi, Kelia, Parua, Chatahandi, Ghumar, Garbharai, Chandandhara, can be developed and create extensive self-employment through trade, commerce and hospitality industry, it was stated.

Besides, a comprehensive network of roads communication including extension and creation of new state high ways and national high-ways be undertaken.
In addition, sports institutes and hostels, especially for the tribal youth of this district need to be established. The rapid deforestation in the district has gravely affected the common man and lack of alternative fuel system has aggravated the situation.

Moreover, the supply of cooking gas in the district is meager while the black marketers of cooking gas and Kerosene are raking in moolah. The DJAC has therefore urged the CM, to allot more cooking gas agencies and save the remaining forest coverage.

The delegation also stated that the rate of urbanisation has actually diminished the cultivable land area and devastated the eco-system. This needs to be checked and saved before time runs out. This district has great potential for biotechnology, especially for agricultural biotechnology, herbal biotechnology and medicinal bio technology. The government should encourage industrial houses to establish industries in this backward region by granting a special tax benefit for the desirous industrialists to establish small and medium industries.

The government should also take necessary steps to establish a district judge court and family court at Nabarangpur. Judicial Magistrate First Class (JMFC) courts at Dabugam and Kodinga and also a bench of Highcourt, the delegation demanded.

After 1980, no survey and settlement operation has been carried out in the district, said the delegation, more than 80,000 persons spread over more than 500 villages situated mainly on hill-tops in the deep forest in the district are leading a very pathetic life due to delay in survey and settlement. Near about 300 villages are identified but not recognised as revenue village by the government. The tribals are thus not being covered by any of the anti-poverty schemes, alleged the delegation. Hence it is indispensable for the benefit of the tribals of this district, that the government should direct for survey and settlement operation in the district.

Lastly sight of traffic jams are routine in Nabarangpur town, crammed streets, lack of parking space increasing number of heavy vehicles on the NH 201 (Boriguma to Barghar road) passing through the area street junctions have turned into potential danger stops. The delegation has asked the government to construct a by-pass road at Nabarangpur from Dibhata to Majhiguda.

The DJAC had submitted a memorandum addressed to the Chief Minister through the Collector, Sibabrata Dash on December 21 and also convened a coordination meeting on January 2nd and January 8. It had invited Science and IT Minister, Ramesh Chandra Majhi; MP, Pradeep Majhi; MLAs, Monohar Randhari, Bhujabala Majhi, Jagabandhu Majhi; ZP President, Bhagirathi Nayak; OFDC, Chairman, Munna Khan; Bhudan Jagya Samiti; Chairman, Jayadev Parida; Collector, Sibabrata Dash, and SP, Niti Kumar.

Two teachers suspended in sub-standard Dal case

Report by Basant Rath; Nabarangpur: Two teachers of Gadia Street UP School, including headmistress, G.Vijaya Laxmi, and assistant teacher Indra Mohapatro, suspended while they were kept sub-standard MDM Dal, in the school on Saturday.

After receiving a complaint from the people and media persons, Collector, Sibabrata Dash, visited the school and found that there is sub-standard MDM, dal, cooking for the students he asked the teachers about the supply of dal the teachers told that they purchased the dal from the market.

After knowing the fact collector directed the DI, Kailash Panda, to suspend both the teachers and asked for the explanation from the CRCC, Padmabala Patnaik, and BRCC, Banamali Patnaik. In the school only six to seven students are coming, hence the collector directed to merge the school to Gouda Street school which is within 500 meters.

The district congress committee launched Jana Jagarana and Krusuka Banchao pada yatra from 10 Feb from Saheed Smruti stambha, and On 17 Feb the team will reach at Hirli near Nabarangpur town.

On the 10th Feb, a meeting was held at the Papadahandi, DCC President, Narayan Patro presided over the meeting, OPCC working president Chandra Sekhar Sahu, MLA, Dabugam, Bhujabala Majhi, Former MLAs, Bhalu Bainipati, and Sadan Nayak, DCC President, Koraput Meenakhi Bainipati, DCC, President Malkangiri, Govinda Patro, Nabarangpur,Zilla Parisad President, Bhagirathi Nayak, District Youth Congress President, Bhima Harijan, District, Students congress, President, Sanjaya Nayak, Women congress leaders, Nagratnam, Kamala Barala, along with Somanath Bissoy, spoke on the occasion. Cong panel alleges corruption in Central schemes in N’rangpur

To keep a check on the implementation of various Centrally-sponsored schemes, a meeting of the District Vigilance Monitoring Committee of the Congress was held under the chairmanship of local Congress MP Pradeep Majhi on Wednesday.

District Collector Sibabrata Dash, PD, DRDA, Dhruba Charana Panchbhaya, Executive Engineers of RD, RWSS, SOUTHCO, AEs of PWD, MI and LI and other district officers, besides members of the committee,were present.

Detailed discussions on the various Centrally-sponsored schemes like the NREGA, IAY, Mo Kudia, SGSY, RGGVY and PMGSY, works of PWD, IAY and Old Age Pension were held.

Committee members alleged that large-scale corruption and irregularities in the implementation of the programme under NREGA at Jharigam.

They also complained that massive corruptions were found in repair of office room, staff quarters, construction and improvement of roads. The people who have job cards are not being provided work. The members also raised the issue of fake job cards. The members also pointed out that there are cases of delay in payments under the NREGA.

Nabarangpur MLA Monahar Randhari and Umerkote MLA Jagabandhu Majhi and Prmod Padhy, representative of IT Minister Ramesh Majhi, alleged that only at the instance of the MP this meeting was held. They also alleged that non-members of the committee are going to blocks and asking questions to the officials. They threatened to form a BJD committee. The Collector assured the MLAs to sort out the issue MP Majhi said, “While the State and Central Governments have launched several schemes for welfare of economically weaker sections of the society, we have to ensure that the deserving people get the benefits from the schemes. The District Vigilance Monitoring Committees have been set up with the purpose to see whether the schemes are running successfully and deserving people are getting the benefits.” The MP sought the details of the schemes so that they can be monitored.

Nabarangpur College Union Function held.

The Nabarangpur College observed its annual function on Thursday, Gracing as chief guest, IT, Science and Technology, Minister Ramesh Chandra Majhi, said that education is fundamental right of the citizen, it is unfortunate that this year more 4000 students deprived from higher education. This year the college should submit reports to increase the seats before the high power committee, so that more seats will be allotted to this college. Though it is one of the oldest college of the district, yet to be Government College, The Journalists action Committee,of Nabarangpur district also submitted memorandum and concerned over the issue they will also talk with the Chief minister, Naveen Patnaik, he added. Mr.Majhi also suggested that the governing body meeting should be called and to take appropriate steps to increase seats, and other development of the college.
Municipal Chairman, Prahalad Tripathy, State Student BJD, President, Ranjeet Mohapatra, were present at the function as guest. They addressed a large gathering of students and lecturers, Mr.Mohapatra advised the students to be self confident while undertaking any task, while Mr.Tripathy highlighted the importance an alma mater in a persons life. College Principal, RK Patnaik, described the different development programmes of the college, while Dr.Bijaya Mishra, introduced the guests.
Winners of different competitions, held by the union earlier, were given away prizes. While union president Hari Sankar Sahu, presided over the meeting, Secretary, Papun Mishra, read over the reports of the student union. Plus Two Cultural secretary, also read over the reports. With other lecturers and employees contributed to the grand success of thefunction. Among others, dramatic association secretary, Literary secretary, were preset at the meeting. A preparatory meeting for observing district level Republic Day at Nabarangpur was held under the chairmanship of Shri. Dhruba Charana Panchbhya,PDDRDA, in the Zilla Parisad conference hall in the town on Wednesday. The meeting was carried with the regular features like mass parade by the students and police contingents, PET, cultural dances on patriotic songs display by school children and organizing different competitions among the students will be held, Mr.Panchbhay, urged the school heads to facilitate the students to exhibit innovative cultural shows in the ground so as to attract the attention of a greater audience. Friendly Cricket match will be played between Bar Association and Journalist Association. Among others, district level officials, Sub-Collector, Nanda Kishor Sethi, school teachers and police personnel attended the meeting. DIPRO, Bhujang Bhusan Rao, coordinated the meeting.

Nabarangpur bids adieu to martyr Pramod Naik

Nabarangpur: Rich tributes were paid to Assam Rifles Saheed Pramod Naik by the locals here on Tuesday. Naik was killed by People’s Liberation Army (PLA) of Manipur on Friday during the operation near Khamdong village in Ukhrul district border to the Myanmar. The body was carried out in a procession through the main road of the town followed by a motorcycle rally. It was later taken to his native village Ghatguda near Papadahandi and performed the last rite with full Guard of honour. District Collector Sibabrata Dash, SP Nitin Sekhar along with other district officials and eminent persons were present. Saheed Naik was about 28 and survived by his wife and a daughter. A meeting of the Journalists’ Action Committee was held at the circuit house conference hall here. Science, Technology and IT Minister Ramesh Chandra Majhi, Collector Sibabrata Das, Dabugam MLA Bhujabala Majhi, ZP President Bhagirathi Nayak, MP representative Narayan Patro, Nabarangpur MLA representative Rabi Patnaik, Municipality Chairman Prahalad Tripathy and the scribes from the district attended the meeting.

The speakers underscored that the people’s representatives should seriously take up the cause of the district lagging behind on different fronts. Though the district produces electricity, ironically it is not for the people of the district.

Higher education in this tribal-dominated district remains one of the most backward in the State as more than 4,000 students are being deprived of higher education.

Collector Sibabrata Dash said that the demands of the scribes are genuine. He informed that for the development of tourism in the district, a rope way at Ghumar, boat facilities at Kusumjhar and renovation of Hirli hill will be taken up soon while a polytechnic college at the old sub-divisional hospital and one ITI at Indravati will start from this session.

Minister Majhi said that there is a need for the improvement in railway network in the district. It was also decided that a committee consisting of all MLAs, MP, ZP president and scribes will meet the Chief Minister and Rajya Sabha member Pyarimohan Mahapatra and also Railways Minister Mamata Banarjee soon.

Diarrhoea caimed 3 lives in Jharigam.

Diarrhoea has claimed three lives and 13 affected in the Purla village under Jharigam block. The deceased has been identified as eight -year-old boy Phula Bhatra, Manindra Bhatra, 10, Manbodh Bhatra, 12.

Among the affected persons Sansai Bhatra, 10, Laxman Bhatra, 12, Asai Bhatra, 10, Mudi Bhatra,40, Padu Bhatra, 40, Gaibari Bhatra, 12, Sadu Bhatra, 38, Bhima Bhatra, 20, Subhundra Bhatra, 3, Sakuntla Bhatra, 2, and several other persons were admitted in the area hospital of Umerkote, On Tuesday morning the local Asha worker visited the village and tried to intimate the matter to the doctor of Jharigam CHC, but the doctor was not present, so he intimated to BDO, Jharigam. In the meanwhile pharmacist of the CHC was attended the patients and three died, and several referred to Umerkote hospital. The villagers alleged that due to the negligence of the doctor, and health officials the outbreak took place. At the evening a Mobile health vehicle, reached at the village.

CDMO, Jugal Kishor Behera, said that we are taking necessary pre-cautionary measures and the situation was now under control in the worst-affected village. Due to food poison the outbreak took place he added.In the meanwhile Collector, Sibabrata Dash, visited the affected village, discussed with villagers and health workers to take pre-cautionary measures.

Youth Cong slams State Govt for raw deal to farmers

Intensifying its fasting agitation demanding loan waiver for the rain-hit farmers, Orissa Pradesh Youth Congress (OPYC) asked its district units to start relay hunger strikes from Monday even as six of its workers were shifted to hospital as their condition deteriorated.

The hunger strike led by OPYC president and MP Pradeep Majhi, entered the fourth day on the New Year's day as the state government remained silent.

"As the state government was yet to respond to our demands, OPYC had asked its district units to launch relay hunger strikes in district level," Majhi said adding that the agitation could be extended up to block and panchayat levels if the state government did not announce loan waiver upto Rs 50,000 for the small and marginal farmers.

Besides demanding loan waiver, OPYC had launched its hunger strike on December 30 seeking enhancement of compensation for the affected farmers, inclusion of seven coastal districts in the list of affected areas, crop insurance to peasants and other benefits.

The ruling BJD had asked OPYC to shift its hunger strike agitation to Delhi accusing the centre of neglecting the state.The hunger strike led by OPYC president and MP Pradeep Majhi in the state capital entered its fourth day today as the state government remained silent on their demand.

"Relay hunger strike will start at district level from tomorrow as the government is yet to respond to our demands," Majhi told, adding the agitation could be extended up to blocks and panchayats if the government fails to announce loan waiver upto Rs 50,000 for small and marginal farmers.

Crop damage due to unseasonal rain extenstive....Central team

BHUBANESWAR: The extent of damage to paddy crop due to unseasonal rainfall has been termed as "extensive", by a central team visiting the state. The team said it would soon submit its reports even as chief minister Naveen Patnaik estimated the loss at around Rs 6,000 crore.

"The crop loss due to unseasonal rain in December is extensive as well as substantial. We will submit our report to the Centre shortly," Pankaj Kumar, joint secretary in the union agriculture ministry, who is heading the team told reporters after meeting the chief minister and other senior officials here.

Stating that damage of paddy crop was huge in all the eight districts the team visited, Kumar said the central assistance would be fixed on the basis of their report.

Replying to a question on the extent of crop damage in coastal districts which did not figure in the list of the state government's momorandum to the Centre, Kumar said as per the assessment of the team most farmers in the state have been affected.

On the state government's demand for relaxation of the FAQ (fair average quality) of paddy, Kumar said "the central government will soon take a decision in this regard."

Replying to another question relating to the state government's alleged negligence by the centre, Kumar said that the central team's report on the drought situation was also under the process.

Meanwhile, chief minister Naveen Patnaik said "he was optimistic on early release of central assistance for the suferring farmers hit by the unseasonal rain in the state."
